The one reason I'm disagreeing with this statement is the Rt/A Assassin's Promise build, which functions extremely well in terms of E-management and recharge times. I used this build nearly all throughout the second half of Nightfall (pretty much from when I got Master of Whispers, since I had him handle Minions instead of me. God, I love Nightfall's corpse count). Being able to spam Painful Bond, and replace spirits as soon as they die, rather than waiting for the recharge, is extremely helpful.
